Background & Vision

This program actively responds to the needs of digital transformation in government administration and innovation in basic-level social governance. Based in Guangdong, it focuses on serving the public administration, comprehensive coordination, and human resources needs of basic-level Party and government organizations, social groups, and small and medium-sized enterprises in the Guangdong-Hong Kong-Macao Greater Bay Area. It concentrates on two key areas: "basic-level social governance" and "corporate public administration". Characterized by "integration of law and management, effective governance and proactive action", and featuring "public spirit, digital literacy, and practical skills", the program aims to cultivate high-quality, interdisciplinary applied talents who are "policy-savvy, good at coordination, proficient in data, and skilled in technology" in the fields of basic-level governance, smart government affairs, and corporate administrative compliance.

Objectives

Our goal is to be based in Guangdong, serve the Guangdong-Hong Kong-Macao Greater Bay Area, serve the needs of social and economic development, and cultivate undergraduate-level applied talents who possess a sense of national duty, good moral cultivation, and a strong sense of social responsibility, and who are well-rounded in morality, intelligence, physique, aesthetics, and labor. We cultivate talents with good general knowledge and solid theoretical knowledge in public administration; they possess strong practical application abilities, AI information processing abilities, logical thinking abilities, and innovation abilities, especially the ability to proficiently use AI tools and big data knowledge and skills to analyze and solve complex problems in basic-level social governance and enterprise administrative management fields. They have good qualities in scientific spirit, humanistic qualities, physical and mental health, communication and expression, teamwork, systematic thinking, critical thinking, entrepreneurial awareness, international vision, AI ethics, and lifelong learning; they can become high-quality interdisciplinary applied talents in basic-level social governance and enterprise administrative management and work in related positions.

Government Agencies and Public Institutions:  Focusing on the operational rules and management practices of the public sector, deepening understanding of core concepts such as bureaucratic organizational principles, transformation of government functions, and construction of a service-oriented government, enhancing students' comprehensive abilities in public administration theory, policy implementation, official document writing and processing, human resource management, community governance, etc., and fully preparing them for positions in administrative affairs, comprehensive management, personnel and Party affairs in government agencies and public institutions at all levels.

Basic-level Society Administering:Focusing on the study of cutting-edge theories such as community governance theory, diverse models of community governance, community building, and deliberative democracy, this program aims to cultivate students' abilities to apply public service theory, community governance theory, grid management methods, conflict mediation skills, and mass work capabilities. It provides comprehensive preparation for students to assume positions in basic-level organizations such as streets, towns, communities, and villages, including grid management, public welfare services, social collaborative governance, emergency response, and policy advocacy.

Enterprise Administrative Management: To enhance graduates' career competitiveness and meet their career development needs, this program aims to cultivate students' practical skills in corporate document writing, operational support, asset and procurement management, meeting reception, system implementation, and cross-departmental communication and coordination. It provides systematic preparation for students to assume positions such as administrative specialist, administrative supervisor, office director, and general manager assistant in human resources and administration departments, general management departments, and president's offices of various enterprises, including state-owned enterprises, private enterprises, and foreign-funded enterprises.

Elite Teaching Staff: Our professional teaching team comprises outstanding teachers from core fields such as public administration, social work, labor and social security, and law, exhibiting significant interdisciplinary strengths. The academic qualifications and professional titles of our full-time teachers are well-balanced, incorporating a mix of experienced, middle-aged, and young teachers. Most of our teachers possess extensive frontline industry experience, while our key teachers hold senior professional titles, doctoral degrees, and overseas study backgrounds. In teaching, they are able to integrate theoretical advancements, the latest policies, and real-life cases to innovate teaching content and methods, ensuring a high degree of alignment with academic frontiers and industry job standards, and achieving integrated development of science, industry, education, innovation, and research.

Industry Cooperation

Focusing on Practice-oriented Education: We have established deep industry cooperation relationships with government departments, basic-level communities, enterprises, and institutions, introducing real management tasks into the teaching process to achieve zero-distance alignment between talent cultivation and job demands. Real-life scenarios drive practical training teaching, ensuring that students master practical skills that meet current industry standards.

Industry Joint Development Course: Developing the "Interview Skills for Government and Enterprise Employees" course, utilizing high-quality resources from enterprises to jointly build the course, adopting a collaborative guidance approach between on-campus mentors and enterprise mentors, jointly carrying out teaching and practical activities on campus and in enterprises, conducting practical training through real-life scenarios, expanding students' knowledge and skills, cultivating students' professional knowledge and technical skills through the industry-college-research-application-innovation model, ensuring seamless alignment between professional skills and industry standards.

Strategic Partnership: We have established more than 15 stable internship and employment bases. We maintain long-term and stable partnerships with the Guangdong Provincial Human Resources Service Center, district courts, district procuratorates, streets, communities, and professional law firms. Through the joint establishment of internship bases and shared training programs, students can systematically participate in professional observation and industry internships, gaining first-hand experience in real work environments, thereby enhancing their professional abilities.

Professional Laboratory: We have equipped ourselves with a dedicated "E-Government (Digital Governance) Training Room" and a "Public Administration Decision Analysis Training Room", establishing a teaching platform that deeply integrates professional theoretical learning with cutting-edge simulation technology. The "E-Government (Digital Governance) Training Room" systematically imparts theoretical knowledge and practical skills to students on utilizing digital technology and AI technology for government governance and administrative services. It guides students to rely on professional digital government training software and combine it with AI government tools to carry out practical training in digital official business processing and smart government service provision. The focus is on teaching the operation processes and application techniques of government big data platforms, smart grid management systems, and AI-assisted government processing tools. Through a series of targeted practical training, students' application abilities of digital government systems and AI government tools, as well as their comprehensive qualities in solving practical problems in digital governance, are effectively enhanced. The "Public Administration Decision Analysis Training Room" relies on the "Public Administration Decision Drill Training Platform" and the "Public Administration Case Intelligent Analysis Platform". With financial allocation, land distribution and utilization, and investment attraction as the core practical directions, it transforms real government operation processes and public governance scenarios into simulated teaching content, allowing students to gain immersive experience in the entire process of public administration decision-making and strengthening the transformation of theoretical knowledge into practical skills. The course promotes competition-based teaching to deepen the effectiveness of practical teaching. Students are organized to participate in the "Xunshi Cup" National College Student Public Administration Decision Simulation Competition, integrating competition standards and practical requirements into daily teaching. This process in turn optimizes the course training content and teaching focus, focusing on enhancing students' public decision-making ability, problem-solving ability, and team collaboration ability. This allows students to effectively master the core practical skills in the field of public administration and possess the professional qualities required to adapt to public administration positions.

Signature Cooperation: We have established a characteristic cooperation project system that is "oriented towards basic-level governance, characterized by legal empowerment, and supported by practical training," opening a new chapter in the cultivation of talents with a "Law + Public Administration" approach. This provides a diverse platform and resource support for professional development. We have cooperated with the Huadu District Prison in Guangzhou to implement legal education, practical talent cultivation, and social governance coordination. By fully leveraging the professional advantages of universities and the practical platform of prisons, we achieve resource sharing, complementary advantages, and mutual empowerment, enabling students to gain experience in real social governance scenarios and enhancing their legal literacy and social responsibility. We have also partnered with the Huadu District Justice Bureau to jointly establish Guangzhou's first district-level college legal aid volunteer service station, "Legal Aid Huasheng · College Legal Aid e-Station," injecting new vitality into basic-level legal construction and community governance innovation. Students majoring in public administration can apply the theoretical knowledge they have learned to solve public service problems through this practical platform, effectively improving the quality of talent cultivation and their ability to serve basic-level legal and community governance.

Basic-level Social Ggovernance: Aligning with the modernization of the national governance system and the transformation towards digital governance, relying on practical training in public policy analysis and digital governance, students will master skills such as policy analysis, big data analysis, emergency management, grid-based governance, and smart community governance, meeting the needs of public administration positions in basic-level government Party and government offices, subdistrict offices, community Party and mass service centers, and social organizations.

Enterprise Administration Management: To meet the modern office needs of the manufacturing industry, modern service industry, and small and medium-sized enterprises in the Guangdong-Hong Kong-Macao Greater Bay Area, relying on government and enterprise interview skills training, secretarial vocational skills training, students will master skills such as document processing, meeting organization, event handling, digital office work, cross-departmental communication and coordination, and adapt to the needs of comprehensive management positions such as secretaries, administrative supervisors, office directors, and general manager assistants.
